Bunka no Mori

Features an art gallery, a museum, a library, a theater, and a big outdoor park. The library has a big selection of English picture books, a so-so selection of English books for adults, and not much for kids who are old enough for chapter books. The art gallery has some neat exhibits sometimes and entry is relatively cheap.
There's also a small restaurant but it's nothing special.
