Chicago’s Police Department revolutionised the effectiveness of its community-based policing, beginning in 2001, by engaging front-line police officers and the community in virtually mapping crime and criminal networks in real time. Violent crime has decreased by 16% since CLEAR’s inception and the Police Department has seen a 20% increase in officer time on the streets.
