Contrary to popular belief, Chinese immigrants don't migrate because of poverty. The reform laws of 1978 and 1985 opened the door for any Chinese who were "invited" to other countries to obtain visas.
Lately there has been an increase in Chinese immigration to southern and central Europe. The majority come from northeastern China, from an industrial area known as the "Rust belt", whose factories have been closing closely. Northern Europe has attracted many more skilled workers like nurses, along with students. Human smuggling has also fueled irregular migration patterns, as it has evolved into a billion dollar business.
China has always held xenophobic laws that prevented the acceptance and assimilation of immigrants, such as the Chinese Exclusion Act of 1882. This act forbade the teaching of Chinese to foreigners and the sending of books.
