Connect to Penn Ave/mellon park trail

didn't know which marker to use, but it would be really useful to be able to connect from Howe or Kentucky to Penn Ave and to the new trail along there. right now, you have to ride onto Fifth Ave which is packed with cars and dangerous.

*note added later by different user: there is a way to cut through the school lanes off Social Way, has gates but I've always seen 'em opened
