Crossing Light needs to be retimed

I have seen quite a few motorists plow right through this intersection when the light has changed to red for motor vehicle drivers.

I have even seen one driver try to turn ON to the W&OD and another that was headed East bound and took a left up over the curb, into the Veterans Memorial Park and then made a U-turn on to the W&OD. Crazy.

Anyways, during rush hour, many motorists are not seeing the red light here. Perhaps a speed hump is in order? Some rumble strips? Additional red lights? One of those strobe lights that goes inside the red light?
