Fifth Avenue from Birmingham Bridge to Oakland

Category: Contra-flow accommodations needed (one-way streets problematic for bikes)

This is a great route up the hill to Oakland because it takes advantage of the high level of the Birmingham Bridge. However, the bike lanes on the bridge end indecisively. If we won't enforce the safe speed limits on Forbes, then there needs to be an alternative. A contraflow lane or shared sidewalk on + better paving on Fifth Avenue would make sense if we can enforce laws against parking on it.
