Travel agency. They were in the news recently for charging non-Japanese more than Japanese people for the same tickets but this seems to have been resolved now. Be sure to insist on the cheapest ticket if that is your priority (as opposed to getting a ticket with movable dates and cancellation insurance, on a nice airline, etc.)
