The building is named after First Lt. Jess Bolling. After service in WWII, he was discharged and enrolled at the Norfolk unit of Virginia State College. He completed his college training at Virginia State College in Petersburg and was commissioned Second Lieutenant, the first graduate of the College's ROTC program. He was sent to Korea in 1950 where he became a tank platoon leader and was promoted to First Lt..He was awarded a Bronze Star after leading his tank platoon through a mine field.
