NATO first begins bombing Serbia

"Jets under the command of General Clark begin bombing Serbia. Allied leaders said they would continue bombing until Milosevic accepted the autonomy compromise. It was the first time in history that the US or its European allies had intervened to head off a potential genocide" (p448).
Although in Feb. 1999, the US and its allies proposed a deal to Milosevic that they would not bomb if he "granted significant autonomy to the Albanians and allowed 25,000 armed peacekeepers to be deployed in Serbia (p447)".
