Parked Cars Blocking Sidewalk

An ongoing problem with the Fifth Ave shared sidewalk is that three businesses, a car dealership, a day care, and a group labeled ACTA often leave this sidewalk partially or totally blocked with parked vehicles. The day care school van is almost always partially blocking the sidewalk to a pinch-point. Enforcement of this sidewalk would go a long way, but perhaps providing these business with additional parking could alleviate the issue as well.
