The Pompidou Centre features a freely-accessible public library with electrical outlets and free wifi (limited to 90 minutes). This is definitely not my favourite place to work; it's sterile, crowded, and intolerably noisy and silent at the same time.

The library includes a kind of coffee/snack bar, is closed on Tuesdays, is usually open between 12 noon and 7pm, and is entered from Rue Beaubourg.
