Not inexpensive, but a place laden with tradition and cultural history, The Russian Tea Room (yes, it's in Wikipedia) was founded by expatriate members of the old Russian Imperial Ballet. You must have tea there, and it's right around the corner from the Hilton-Sheraton complex, next to Carnegie Hall. (EHS)
