Protection was sought by Tutsis. As the diplomats and countries were pulling out efforts from Rwanda, the Tutsi felt threatened and sought safety. However, there were not sufficient forces to provide protection and thus thousands were murdered in the primitive nature characteristic of the Hutu murderers throughout the genocide.
