In November of 2007, there were peace talks held in SIrte, Libya. These talks were not very effective due to the absence of several important rebel groups. They were labeled an "advanced consultation phase". The groups present were the Justice and Equality Movement,-Azraq, the Justice and Equality Movement-Collective Leadership, Revolutioanry Democratic Forces Front, United Revolutionary Force Front, The SLM, and the SFDA. Those absent included the JEM led by Khalil Ibrahim, the SLM led by Wahed, the SLM Unity, and Ahmed Abdel Shafi, a notable rebel.
