SUV U-turns in middle of road, cyclist can't stop in time

cyclist riding in proper lane in northwesterly direction. Black SUV pulls out infront of cyclistinto far right lane headed northwesterly and then attempts to execute U-turn in middle of block with no signal. Cyclist can't stop and impacts SUV on Driver's side. Driver is scared, appologetic, and explains that he did not see the cyclist, despite the cyclist's bright attire. Cyclist is not injured, only pissed off.
