William Proxmire was an outspoken critic of the Vietnam War. He voted for the Gulf of Tonkin resolution, which confirmed that there was no second attack on U.S. naval ships on August 4, 1964. Proxmire wanted the American people to know that President Johnson was misleading them in order to pursue war.
