Eyebeam is the leading not-for-profit art and technology center in the United States.

Founded in 1997, Eyebeam was conceived as a non-profit art and technology center dedicated to exposing broad and diverse audiences to new technologies and media arts, while simultaneously establishing and demonstrating new media as a significant genre of cultural production.

Since then, Eyebeam has supported some 245 fellowships and residencies for artists and creative technologists; we've run an active education program for youth, artists' professional development and community outreach; and have mounted an extensive series of public programs, over recent years approximately 4 exhibitions and 40 workshops, performances and events annually.

Today, Eyebeam offers residencies and fellowships for artists and technologists working in a wide range of media. : Nomadic village 2009

In the last decade, many traditional obstacles to exploring the world as an individual, like borders and monopolies of institutions and information, vanished. To probe this freedom, mobile projects like traveling mini-states, on-the-road-cinemas, busses converted to ateliers and galleries and trans-national music projects started to appear. In this context, On The Road Productions exercises an artistic activism, that finds and creates spaces, in which artists can work outside of the walls of existing institutions. ORP fosters projects that aim at finding and expressing independent and original views. Centerpiece is a Steyr-Ikarus bus that has been converted into an atelier-, office- and gallery-space.

The Nomadic Village 2009 was an enlarged space of that character, an artist residence with a slight festival character, in which various mobile projects created a microcosm together. The participants brought their own housings, like buses, vans or caravans, that became the structure of the temporary village.

: Nomadic Village 2012

The Nomadic Village is a temporary 10-day settlement set up on a vacant lot in County Durham, UK. The nomadic artists’ mobile homes/ateliers will form the structure of the Village, with On The Road Productions’ (ORP) Steyr-Ikarus bus acting as its townhall. Artists will come together to work in this autonomous environment to stimulate creativity and exchange, and attract local people to observe and participate in the process. At the end of the Village there will be a public exhibition/show that will invite a woder audience to appreciate the works produced during the Village. The project is run by Klaus Maehring (Lead Artist and founder) from ORP/Austria.

The Nomadic Village UK 2012 is produced in collaboration with ISIS Arts (Newcastle upon Tyne, UK) and supported by Durham County Arts Team. It will seek to invite nomadic artists from all over the world, whose practice is rooted in themes surrounding nomadism; those who intentionally displace themselves to seek encounters that not only influence their work but form it; artists who work without borders and constantly respond to situations, places and people along their journey. The Nomadic Village will act as a platform for artists working in this manner, ultimately creating a wider, more visible network for nomadic artists.

Pixelache Helsinki is a transdisciplinary platform for experimental art, design, research and activism.

Amongst our fields of interest are: experimental interaction and electronics; renewable energy production/use; bioarts and art-science culture; grassroot organising and networks; politics and economics of media/technology; alternative economic cultures; VJ culture and audiovisual performances; media literacy and engaging environmental issues.

The name of Pixelache was found in an article that predicted new words which we would need in future. The word ‘pixelache’ (similar to ‘headache’) was supposed to describe the feeling that results from an overdose of digital media content. This overdose can happen easily if the content is too monotonic – which is the case if standards, formats, tools and design principles converge to a narrow set of options.

Pixelache wants to challenge mainstream standards and conventions, not only related to media and technology, but in the contemporary society in general.

The evolaris Mobile Living Lab joined the European Network of Living Labs in the 3rd wave (November 2008). The host organisation evolaris next level Privatstiftung brings in the experience of 8 years of research in the field of web-based and mobile applications focusing at the same time on user as well as on business aspects. The evolaris Mobile Living Lab will improve the product development cycle of user-centred and socially acceptable mobile services for young people, especially those in formal education, i.e. pupils and students.

The Nokia Institute of Technology (INdT) is located in Manaus, S. Paulo, Recife and Brasilia in Brazil. INdT develops user driven innovation platforms to support mobile products and services. User driven open innovation involves large scale involvement of motivated communities that get involved in the innovation process from the time of a new idea is created. The INdT Mobile Work Spaces Living Lab mission is to realize the vision of becoming a major player in the new emerging innovation fields of:
1. Active Spaces
Active Spaces aim to innovate on new ways to support adhoc collaboration and multitasking in mobile workplaces. The active spaces platform developed by NOKIA provides the ideal environment to design, pilot, experiment and optimize new collaboration application and concepts access to different platforms. INdT Mobile Work Spaces Living Lab will provide a user driven environment involving communities of users to address the challenge of defining the new services. The users experimentation should provide a better understanding of the needs for multitasking in the work environment and the level of inclusion of social aspects in the collaboration of the work space. We need to find the answers for what the users are motivated to adopt and what they feel as threatening their privacy and autonomy.
2. Internet of Things
Internet of Things includes an area with tremendous potential, where new sensing and communication technologies, along with their associated usage scenarios and applications, are driving many new research projects and business models. Three major themes pervade the development environment: novel sensing technologies to capture real- world phenomena, the evaluation of novel applications using both new and existing technologies and the appropriate infrastructure to facilitate communications with and the localization of billions of networked real-world objects. While all these technology developments are exciting, they also bear profound challenges from a social, legal and economic perspective. These are issues where the different users need to be part of the innovation process leading to the solutions as it is the case of the Living Lab methodology.

: TLL Kypros - Territorial Living Lab Kypros

Territorial Living Lab Kypros (TLL Kypros) is an entirely demand-driven Living Lab, in that the starting baseline consists in a set of overlapping community networks with different kinds of needs for sustainable development, which are now welcoming the introduction of ICT from a research standpoint for the development of services and platforms that can enhance innovation processes they are already engaged in. The TLL Kypros partnership has grown as a function of networking activities of ANETEL, the Larnaca District Development Agency, in a series of EU-funded programmes of inter-regional and territorial cooperation primarily with other regions in South-East Europe and the Mediterranean Basin. This process matured into a Living Lab through one such initiative, the MedLab project of the ERDF MED Programme, which is building a territorially-oriented trans-Mediterranean Living Lab through the coordination of regional innovation strategies. The starting configuration of TLL Kypros is designed as a function of the MedLab Tourism Pilot project being executed under the responsibility of ANETEL, but with in mind its generalisation and extension to other sectors such as health, textiles and water management. The architecture follows a layered model where the foundation consists of the local communities built up by ANETEL in the region. Specific TLL Kypros initiatives are then built on top of the ForumLarnaca and TLL Kypros web platforms as exploration of concrete services related to the sustainable development of the Larnaca District and Cyprus overall.

WIRELESSINFO is a virtual research village which brings together SMEs, research and industry. The focus of the WIRELESSINFO is new development, testing and exploitation of services and technologies for spatial data management in areas of rural development including agriculture and forestry, emergency systems, logistics and public administration.
The objective of WIRELESSINFO is to use the full potential by implementing existing and new web- based GIS solutions to improve the quality of decisions in the public and private sectors, improve employment opportunities for the residents of rural areas, strengthen the rural economy and support the creation of solutions for emergency cases and transport. This situation provides a rationale for the utilisation of a new spatial knowledge management systems based on emerging geo-information technologies for a more efficient collection, processing, analysis and dissemination of agricultural information. Such systems need to be user-friendly and, simultaneously, able to perform real scientific multi-criteria analyses: Geographic Information System (GIS), Remote Sensing (RS) and Global Positioning System (GPS). These relatively new geo-information technologies are particularly suitable for the systematic assessment and monitoring of rural areas. WIRELESSINFO not only supports the development and utilisation of new solutions but also actively participates in European and global standardisation activities. It participates actively in the INSPIRE and UNSDI initiatives and also actively contributes through its members in OGC standardisation activities.

The objective of the living lab is to boost the whole production chain from a field to a consumer’s table. The focus is strongly on machine design and man-machine interfaces. The living lab is an R&D tool especially for the companies but also for universities. Current service offering includes usability evaluation made with real end-users or by experts. The services are well-defined and conceptualised so that they are easy to use for companies. Furthermore, our pre- collected user network makes it easy and fast to start a living lab project. Exact service descriptions and user network lowers the threshold of the companies to use the services of Agro Living Lab. The services are targeted to the companies that are making business in agriculture and forestry. Other stakeholders are end-users, to whom the final products of the companies are developed, and universities and other development organizations. In practise the companies will contact the Agro Living Lab, which maintains the user network and negotiates the assignment with the company, coordinates and accomplishes the assignment with the end-users and reports the results with the result report for the company.

: Northern Rural-Urban Living Lab (NorthRULL)

The initiative, NorthRULL, has been launched by a set of northernmost regions of Finland and, within them, by a Triple Helix constellation of the Regional Councils and development agencies, the two universities and the HEI network, and the key enterprise clusters. The formulation “Northern Rural-Urban Living Lab” states our intention to experiment with, learn from, and put into effect forms of innovative interplay between ICT-intensive growth- hubs on the one hand and rural areas on the other. In the latter, three fourths of the 700,000 people of northern Finland live on about 133 000 square kilometres. It is their economic and demographic vitality as well as sustainable growth and new regional development practices that NorthRULL aims to enhance. The Amsterdam region has an excellent broadband infrastructure, many international companies involved in design and several world class knowledge institutions. The creative industry is present through many (small) design companies. The population is well educated, internationally oriented and eager to try new products and services. The foundation for a strong position in the design of experience is present.
Challenge for the future is to design the experience with a strong focus and understanding of the fickle user. Technical improvements are often not the most determining factor for success of failure. Social aspects and experience are decisive in the outcome of new introductions. More and more content is produced by consumers themselves. Services consist of complex combinations of other services, linked together through advanced ICT, assembled and configured by users themselves. This all leads to the conclusion that design and develop processes must be redesigned with the new realities in mind.

The Lighting Living Lab mission is to promote innovation and the development of research in new technologies and applications in the field of lighting, focused on the concepts of Smart Lighting and Eco-friendly Lighting, and supported by the ICT sector, giving birth to new services/systems/products and business opportunities. The user-driven approach is necessary to change the current paradigm of the lighting usage: to pass from lighting seen as a mere utility (supporting the human activity in a context of insufficient illumination), to lighting seen as a mean to achieve objectives like, for instance, to enhance the sense of comfort and enable further personalization of environments. This implies behavioural changes which only the Living Lab user driven methodology can achieve. Simultaneously, this is a mean to reduce energy consumption by using new lighting technologies (e.g. Light-emitting diode, LED, or new light sources) and adapting its usage to the real needs and tastes of the user.

Jetzt schaut es laut unserer ‘Lieblingsvermieter’ fast wieder so aus wie die Tischlerei ihres Großvaters in den 50ern. Parallel zum Umbau finden sich auch die Möbel zusammen. Wir befahren fast ganz Österreich um die einzelnen Stücke bei Trödlern oder Privat-Verkäufern abzuholen. Sie geben dem space seinen Retro-Charm.

: Mobile-Enhanced Participatory Budgeting

As a result of efforts led by a multi-stakeholder coalition (e.g. civil society, government, academia), in 2011 the provincial government of South-Kivu (DRC) started to mandate participatory budgeting across the province.

Mobile phones have played an instrumental role in the process. Prior to the assemblies where citizens convene to decide on the budget allocation, hundreds of thousands of messages (SMS) are sent to citizens, inviting them to attend the meetings. Until this moment, over 250.000 text messages have been sent. These interventions ensure high levels of popular mobilization and foster the inclusiveness of the participatory budgeting process. Via their mobile phones citizens can also vote for budgetary priorities and receive updates on the status of the selected public works.

The impacts on the ground are by no means negligible. As indicated by the preliminary results of an external evaluation, for the first time in the region local governments are realizing investments at the local level, benefiting the poorest sections of society. Moreover, the activities carried out have led to a dramatic reduction of tax evasion at the local level, with citizens more willing to pay taxes as they link government spending to improvement in the delivery of services. Happylab is one of more than 95 fab labs on the World. They all foster innovation by giving people access to complex production technologies. A fab lab can be used to make (almost) anything. Learning by doing is an essential characteristic. Training in fab labs based on doing projects and learning from peers.

Happylab isn't just a laboratory and workshop however; it serves most primarily as a meeting point for people of all ages who are interested in creative engagement with modern technology. It is a place where ideas can be introduced, discussed and immediately put into action.

La MCDR veut mettre en débat AVEC les citoyens ET les scientifiques, en tant qu'habitants d'une même terre, les thèmes qui apparaissent fondamentaux pour notre avenir, ici, cette vulnérabilité d'une société confortable.

She believes that open data, the fuel of this New Age of Information, has the power to give the society a new economic engine and a new active form of relationship with governments. Open Government allows as never before that we can participate in the management of public affairs and, on one hand, have greater knowledge, information and control over the actions of politicians and public managers and on the other, intervene, collaborate and participate in the management, thus recovering the proximity between public administration and citizens.

Conceived, proposed and run by the Social Cohesion Research and Development Division of the Council of Europe, with financial support from the European Commission, Edgeryders uses a web platform to gather ethnographic data, and augment them with information on the respondents’ position in the social graph of the platform (for example, measures of network centrality to signify authoritativeness). The team will then propose a synthesis of these data and push it out to the community for wiki-style validation: this should result in a picture of the world that the young people of Europe are trying to build based on what they are actually putting their time and effort in. And, hopefully, increase a little the chance that they - we all, really - might succeed.

Le député et leader parlementaire adjoint, M. Henri-François Gautrin, a été mandaté par le premier ministre du Québec pour analyser les incidences pour la société québécoise, et en particulier pour le gouvernement, de l’utilisation de plus en plus répandue du Web 2.0 et de ses réseaux sociaux. Il s’est adjoint un groupe de travail dont l’objectif est de présenter des recommandations sous forme de rapport au premier ministre à la fin de l’année 2011 (reporté à la mi-février 2012).
